Advocacy

Since its founding in 2011, the Collaborative for Inclusive Education team has served as a leading advocate for NYC charter schools and their students with disabilities and multilingual/English language learners. Collaborative leadership represents the voice of the City’s charter sector on local, state and national advisories and committees, and works closely with New York City Public Schools to ensure students receive the supports and resources they are entitled to as public school students.

New York City Council & Special Education Data Transparency

Since COVID, the lack of related services provisions for children with disabilities has disproportionately affected charter school students. We continue to advocate for charter school inclusion in a City Council bill that would require New York City Public Schools (NYCPS) to provide data on the number of charter school students receiving related services from the city.

Our team spent a year shaping NYCPS’ 24-page Guide to Special Education Procedures for Students Attending Charter Schools as part of the city’s Charter Schools Working Group.
$7.5 M
NYC charter schools are their own Local Education Agency (LEA) for special education. Our team secured a new funding stream from the City Council to help build the capacity of the city’s Committees on Special Education (CSEs) to oversee evaluations and annual IEP meetings in NYC charters.
$11,410
Even though NY State funding had not been finalized, we advocated for a full financial passthrough for charter school students with disabilities in the 20-60% service category.

Monitor & Mythbuster

Charter schooling remains a contentious issue in New York; myths and misinformation about charter schools and their special populations offerings abound. The Collaborative team provides facts and data to inform the public dialogue as well as coordinates a Special Education Working Group to shape NYCPS’s polices, practices and supports as well as to ensure all legal obligations with regard to charter school students are met.
